The Department of Neighborhood Empowerment has 51 employees.  This is especially difficult for a new department that is still in its growing stages. All of the credit goes to the staff who have found themselves individually and collectively trying to do something that no one else has even tried to do - create a citywide system of Neighborhood Councils in a city the size of Los Angeles, and with perhaps the most diversity of any American city.
